Why This Matters for Copper and Brass Fastener Buyers
When customers request RoHS-compliant copper nuts, brass inserts, or other copper-turned components, a critical misunderstanding frequently arises: many procurement professionals assume that "RoHS compliant" means "lead-free." This is incorrect, and the confusion can lead to serious disputes and supply chain problems.
The key fact that every buyer of copper and brass fasteners must know:
RoHS Directive 2002/95/EC, Annex Item 6: Lead present as an alloying element in copper, with a lead content up to 4% by weight, is exempt from the RoHS restriction on lead.
This means that C3604 free-cutting brass (Pb 1.8–3.7%), H62 brass, H59, and similar leaded brass alloys are RoHS-compliant under this exemption, as their lead content does not exceed 4%.
If you require truly lead-free copper components, you must explicitly specify "lead-free," "no lead," or a specific PPM limit (e.g., ≤ 100 ppm Pb). Standard leaded brass is RoHS-compliant but is not lead-free.

The Critical Exemption: Annex Item 6
From the official RoHS Directive 2002/95/EC Annex (exemptions from Article 4(1)):
Item 6: Lead as an alloying element in steel containing up to 0.35% lead by weight; lead as an alloying element in aluminium containing up to 0.4% lead by weight; and lead as an alloying element in copper containing up to 4% lead by weight.
This exemption exists because lead in copper alloys (brass) serves a functional purpose — it is a necessary alloying element that enables free-machining performance. There is currently no technically and economically viable substitute that provides equivalent machinability in automatic lathe production.

If you need truly lead-free copper components, you must specify this explicitly. We can supply lead-free copper turned parts with Pb ≤ 100 ppm. Note that lead-free brass carries a cost premium over standard leaded brass grades.

Full Text: EU Directive 2002/95/EC (Chinese Translation Reference)
The following is a reference translation of the key provisions of EU Directive 2002/95/EC of the European Parliament and of the Council of 27 January 2003 on the restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS). This translation is provided for reference only.
Article 1 — Objectives
The purpose of this Directive is to approximate the laws of the Member States on the restrictions of the use of hazardous substances in electrical and electronic equipment and to contribute to the protection of human health and the environmentally sound recovery and disposal of waste electrical and electronic equipment.
Article 4 — Prevention
1. Member States shall ensure that, from 1 July 2006, new electrical and electronic equipment put on the market does not contain lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) or polybrominated diphenyl ethers (PBDE).
2. Paragraph 1 shall not apply to the applications listed in the Annex.
Annex — Applications Exempt from Article 4(1)
- Mercury in compact fluorescent lamps not exceeding 5 mg per lamp.
- Mercury in straight fluorescent lamps for general purposes not exceeding: phosphate 10 mg; normal tri-band 5 mg; long-life tri-band 8 mg.
- Mercury in straight fluorescent lamps for special purposes.
- Mercury in other lamps not specifically mentioned in this Annex.
- Lead in glass of cathode ray tubes, electronic components and fluorescent tubes.
- Lead as an alloying element in steel containing up to 0.35% lead by weight; lead as an alloying element in aluminium containing up to 0.4% lead by weight; and lead as an alloying element in copper containing up to 4% lead by weight.
- Lead in high melting temperature type solders (i.e. tin-lead solder alloys containing more than 85% lead); lead in solders for servers, storage and storage array systems; lead in solders for network infrastructure equipment for switching, signalling, transmission and network management for telecommunications; lead in electronic ceramic parts (e.g. piezoelectronic devices).
- Cadmium plating except for applications banned under Directive 91/338/EEC.
- Hexavalent chromium as an anti-corrosion agent of the carbon steel cooling system in absorption refrigerators.
